Salary Information:

Instrument Control Technician I annual salary: $82,659.20-$100,588.80, hourly $39.74-$48.36

Instrument Control Technician II annual salary: $86,840.00-$105,643.20, hourly $41.75-$50.79

Instrument Control Technician III annual salary: $91,187.20-$110,822.40, hourly $43.84-$53.28

Instrument Control Technician IV annual salary: $95,784.00-$116,417.60, hourly $46.05-$55.97

The San Jos---Santa Clara Regional Wastewater Facility (RWF) is currently recruiting for Instrument Control Technicians to be part of its team. The Instrument Control Technician is responsible for installing, maintaining, troubleshooting, repairing, and servicing a wide variety of instruments and systems throughout the Facility. This position will utilize your skills and experience with electronic, electric, pneumatic, hydraulic, mechanical, and other recording, indicating, alarm and control instrumentation devices.

This is a four level flexibly-staffed class that is the entry/journeyman level in the Instrument Control series. Instrument Control Technicians have responsibility for performing routine instrumentation and telemetric systems maintenance and repair activities. Instrument Control Technician IV is responsible for performing more advanced maintenance and repair work, overseeing program elements and administrative duties, and may serve as a lead to lower-level technicians.

Duties may include:

Repairing, troubleshooting, installation, maintenance, and calibration of process and analytical instrumentation; identifying, isolating, and solving system, network, and equipment problems.

Maintaining, operating, installing, adjusting and calibrating control systems and equipment.

Programming, configuring, designing Programmable Logic Controllers (PLC) and proportional integral derivative controller (PID), and optimizing the analytical, recording, and electronic or pneumatic control instruments and related equipment.

Design, fabricate and install instrument and telemetric systems and components that include: Ensuring code compliance, system function and installation code requirements are meet.

Use CMMS (Computerized Maintenance Management System) to fill out work orders and maintains records.

Creating and updating engineering drawings, Piping & Instrumentation Diagrams (P&ID).

Purchases equipment, parts and supplies including: selecting vendors; filling out paperwork; coordinating purchases.

Operating computer programs for testing electrical equipment; operating electrical and electronic test equipment, including meggers, ammeters, voltmeters, multimeters, oscilloscopes, loop calibrators and signal generators.

Determining and calculating circuit requirements.

Performing other duties of a similar nature or level.

Instrument Control Technicians may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, poor ventilation, extreme temperatures, inadequate lighting, work space restrictions, and intense noises, and may be required to lift up to 50 pounds occasionally. Some tasks may require the wearing of self-containing breathing apparatus.

Minimum Qualifications

All Levels:

1. Education: High School Diploma, a General Equivalency Diploma (G.E.D.) or a California proficiency certificate.

2. Experience:

Instrument Control Technician I - One (1) year of instrumentation and controls work experience at an industrial facility similar to that of a wastewater treatment facility.

Instrument Control Technician II - Two (2) years of instrumentation and controls work experience at an industrial facility similar to that of a wastewater treatment facility.

Instrument Control Technician III - One (1) year of Instrument Control Technician experience with the City of San Jose

Instrument Control Technician IV - Four (4) years instrumentation and controls work experience at an industrial facility similar to that of a wastewater treatment facility, including two (2) years Instrument Control Technician experience with the City of San Jos--

3. Licenses or Certificates: Valid California Driver's License

NOTE: For Instrument Control Technician Levels III and IV: Possession of an ISA Certified Control Systems Technician (CCST) Level I certificate OR possession of an IBEW/UA (International Brotherhood of Electrical Workers/United Association) Instrumentation Calibration Certification.

Job Expertise - demonstrates knowledge of and experience with applicable professional/technical principles and practices including:

- Ability to install maintain, troubleshoot, the following to component levels: 4-20 mA control loops, DP (differential pressure) cells, RTD (resistance temperature detectors), pressure transducers, level indicators, positioners, valve actuators, fixed and portable D.O. (dissolved oxygen), pH, chlorine, TSS (total suspended solids) probes, fixed and portable suspended solids meters, turbine and mag flow meters, density meters, or most control instrumentation devices found in a wastewater treatment facility (or related industrial facilities such as oil refineries, power generation, food-processing, and chemical plants).

- Knowledge and ability to safely use DVM (digital volt meters), control loop simulators, oscilloscopes, pressure and vacuum calibrators, test set-up, and any specialized test equipment found in a wastewater treatment facility or related industrial facility.

- Knowledge of pneumatic controls such as 3-150 PSI pneumatic controllers, I to P converters, and P to I converters.

- Ability to program, install, and debug various types of PLCs (programmable logic control) and HMIs (human machine interface).

- Ability to accomplish tasks with minimal or non-existent documentation or support.

- Associate of Science degree in electronics technology or related field, experience in the repair, installation and maintenance of instrumentation systems and associated hardware/software and technology, and CCST (Certified Control Systems Technician) certification OR possession of an IBEW/UA (International Brotherhood of Electrical Workers/United Association) Instrumentation Calibration Certification is desirable.
