The actual salary shall be determined by the final candidate's qualifications and experience. In addition to the starting salary, employees in the 3815 classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.


The Department of Transportation (DOT) is currently seeking a full-time permanent Senior Engineer in the Planning and Project Delivery Division. The Senior Engineer - Geometric Design section manager, will under general direction of the Principal Engineer, perform work of considerable complexity in transportation engineering that includes review, supervision, and preparation of conceptual plans, geometric design plans, traffic signal designs, contract drawings and specifications for transportation improvements. The position will more specifically oversee development and review of all

complete streets and geometric roadway design elements of transportation infrastructure projects for the City including supervising or leading others in such work. The successful candidate will have a broad technical basis and expertise in transportation planning, traffic engineering, complete street design including geometric and roadway design. He/she will also work with the Principal Engineer to serve as the DOT representative on all roadway design items as relates to other departments within the City, consultants, developers, and other agencies.

Key duties include but are not limited to:

* Supervise the preparation of geometric design plans, intersection control design; traffic signals and roundabouts, contract drawings and specifications, master plans and traffic studies related to transportation infrastructure improvements. Present design at meetings to DOT, and other relevant internal or external stakeholders.

* Develop or review roadway conceptual plans in conformance with all relevant design guidelines, policies, and requirements.

* Design geometric layouts of signage and striping plans relevant to pavement rehabilitation, private development, and capital improvement projects using AutoCAD.

* Conceptualize project layouts to be included as part of grant applications.

* Review private development improvement plans to address roadway right of way requirements for compliance with complete streets policy and geometric design standards.

* Attend meetings, represent DOT as lead technical person on discussions with project engineers, City staff, and consultants as appropriate to build consensus and/or to coordinate project issues.

* Assist in the selection and direction of consultants, including contract negotiation, preparation, and administration.

* Lead and supervise engineering, technical and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.


The Senior Engineer, under general direction of the Division Manager, serves in a

critical leadership role in the division by managing a team of engineers to develop traffic safety projects and improve safety for all roadway users, ensure facilities are pedestrian and bicycle friendly and comply with laws, rules, regulations, and ordinances. The senior engineer will develop and implement Traffic Calming/Pedestrian Improvement Projects; provide Neighborhood Traffic Management services citywide; and manage, lead and work directly with the community, schools, and Council Offices to provide for the safe and efficient movement of vehicles, pedestrians, and bicyclists. Ability to effectively coordinate multi-discipline issues among multiple stakeholders is a requirement.


* Understand and implement City's overall goals for transportation services and community development.

* Review, design, and implement safety improvement projects.

* Provide effective project management to ensure on time and within budget project delivery.

* Provide staff support and working effectively with committees, boards, task forces, community groups, associations, and staff in other departments and agencies.

* Coordinate with internal City stakeholders as well as external stakeholders.

* Represent the Traffic Safety Division at meetings with internal and external stakeholders, including Public Outreach activities.

* Collaborate with lead project agency, their staff and consultant representatives to support City's interests and efficient project delivery.

* Lead and supervise engineering, technical and non-technical staff by establishing goals, tracking performance, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.

* Assist Division Manager with the budget preparation, personnel, and training matters.


The Senior Engineer, under general direction of the Division Manager, serves a key role leading a team of engineers and other technical staff to manage and enhance the City's streetlights system, helping to create an environment for improved roadway and personal safety. This position requires the ability to proactively drive projects and effectively coordinate with a variety of internal and external stakeholders.


* Develop and lead projects to upgrade streetlight infrastructure, including lighting fixtures and system controllers, to latest industry standards and technologies.

* Collaborate with maintenance staff to help facilitate the efficient and effective deployment of streetlight infrastructure maintenance and upgrade programs.

* Work with other departments, including Public Works and the City Manager's Office, to develop Citywide streetlight standards and to deploy projects that align with City vision and goals.

* Engage with contractors and vendors to deploy advanced systems that enhance the streetlights system.

* Manage contracts with PG&E, which finance and implement streetlight improvement projects.

* Support Citywide capital and development projects with streetlights design review and implementation.

* Enhance and maintain streetlights GIS asset management database to properly track inventory and help streamline the process for maintenance, upgrade, and planning.

* Support Smart City Innovation initiatives, such as Digital Inclusion efforts and Police gunshot detection technology, by leveraging streetlight infrastructure.

* Serve as the City's representative on multi-agency boards focused on furthering Streetlight industry issues.

* Lead and mentor engineering and other technical staff by establishing achievement plans, tracking performance, creating a positive and engaging work environment, maximizing staff development opportunities, and providing appropriate recognition.


The Senior Engineer's primary focus is to lead and manage the Local/Grant Project Delivery Teams and work directly with Council offices, community groups, and schools to advance the Department's grant funded priorities. Under the general direction of the Division Manager, the Senior Engineer will also be responsible to develop and implement Transportation Safety Projects and to ensure the project delivery process complies with all local, state, and federal laws, regulations and policies including the City's multimodal policies. The incumbent will lead the advancement of grant funded projects through design and construction, develop technical reports and memorandums, participate in public outreach efforts, develop traffic studies, and support the Division Manager with personnel and training matters and assist in the preparation of the CIP budget and work plan.


* Coordinating policy development and implementation related to the transportation goals of the General Plan Envision 2040.

* Development of programs intended to increase bicycle, pedestrian, and transit use.

* Coordinates the planning and implementation of multimodal goals, policies, and projects.

* Seeking and writing grant applications for regional, state, and federal grants for various transportation projects in the City.

* Administering and managing grant funded projects including working with regional, state, and federal agencies to meet all grant requirements.

* Manage and administer non-city transportation funding sources such as formula grants from Measure B, SB1 and others as applicable.

* Recommending design and service features for projects that enhance potential for use of transportation alternatives such as dedicated bike lanes, pedestrian, and transit corridors to promote the concept of complete streets.

* Recommending the use and placement of traffic control devices to enhance overall safety and to promote alternative transportation modes and improve overall accessibility for pedestrians, bicyclists, and motorists.

* Leading and supervising staff by establishing goals, tracking performances, creating a positive work environment, maximizing staff development opportunities, and providing appropriate recognition.

* Assisting Division Manager with the budget preparation, personnel, and training matters.

* Representing the Department of Transportation at meetings with internal and external stakeholders.

Minimum Qualifications

EDUCATION: A Bachelor's Degree from an accredited college or university in the required professional engineering discipline. A Master's degree is highly desirable.

EXPERIENCE: Five (5) years of progressively responsible professional engineering experience.

LICENCES/CERTIFICATES: Certificate of Registration in a relevant professional engineering discipline. Possession of a valid State of California's driver's license may be required.
