Salary Range: Based on experience, plus comprehensive benefits package including medical, dental, and vision, as well as transportation and fitness reimbursement. OVERVIEW OF SIREN (Services, Immigrant Rights & Education Network)
SIREN combines community organizing, policy advocacy, civic engagement, community outreach, education and legal services to empower low-income immigrants and refugees in California. We believe our clients and all immigrants are agents of change and we prepare them for leadership in all four of these program areas. POSITION OVERVIEW
The Director of Policy will drive SIREN's policy advocacy campaigns at federal, state, and local levels. This position will work closely with SIREN's Executive Director to shape the strategic policy direction of the organization, the Organizing Department to elevate grassroots voices in the organization's policy advocacy efforts, and the Immigration Legal Services Department to identify systemic challenges that clients face needing policy change. The Director of Policy serves as a member of the Leadership Team and shapes strategic thinking for the organization, including fundraising, communication, and planning. KEY DUTIES
--- Design and Lead Innovative Policy Advocacy Programs and Campaigns
--- Build Strategic Partnerships and Represent the Organization
--- Cultivate and Manage an Effective Policy Advocacy Team
--- Serve as an Overall Organizational Leader POLICY ADVOCACY PROGRAMMING
--- Lead, design, implement, and evaluate effective policy advocacy campaigns that advance the empowerment
of immigrants and refugees, center the experiences of directly affected community members, and further the
--- Lead/co-lead and facilitate local/regional coalitions
--- Actively participate in state and national coalitions
--- Establish and strengthen relationships with policymakers at federal, state, and local levels
--- Develop and maintain positive working relationships with immigrant rights groups, community agencies, and
stakeholders and build coalitions among local and statewide partners
--- Educate and work with public and elected officials
--- Give public testimony and work with grassroots leaders/clients to give personal testimonials to federal, state,
and local policymakers
--- Serve on task forces, speak to the media, and otherwise serve as SIREN's representative MANAGEMENT OF POLICY ADVOCACY DEPARTMENT
--- Assist with the hiring, training and supervision of the policy advocacy staff and interns
--- Develop and oversee the Policy Department's annual work plan, budget, and programs
--- Ensure accurate and proper documentation and reporting ORGANIZATIONAL DEVELOPMENT
--- Fundraise for the organization, including grant writing, grant management, and relationship building
--- Serve on the Leadership Team to support organizational integration, team building efforts, and the
implementation of the organization-wide strategic plan
--- Inform and advise SIREN's Executive Director about key policy advocacy efforts
--- Other duties as assigned by Executive Director EDUCATION AND EXPERIENCE:
--- Bachelor's degree (BA or BS) or 5-10 years of policy advocacy experience (including leading policy advocacy
campaigns); Master's Degree in Public Policy a plus
--- Minimum three years of management experience working in nonprofit or advocacy programs, including
program development, implementation and evaluation
--- Minimum three years of supervisory and personnel management experience
--- Minimum two years of experience with fund development and grants management
--- Experience working with media a plus KNOWLEDGE AND ABILITIES
--- Knowledge of immigration policies and ability to draft and analyze legislation
--- Knowledge of policymakers and community-based organizations serving Northern or Central California a
--- Proven organizational leadership experience, including capacity to guide strategic planning and ability to
link long-term goals with day-to-day program implementation decisions and needs
--- Strong non-profit program planning and personnel management skills
--- Excellent community building, public speaking and political negotiation skills
--- Strong analytical, written, and facilitation skills
--- Demonstrated ability to take initiative, multi-task, possess good judgment, and work independently and as
part of a team
--- Ability to establish close relationships with people from different cultural and economic backgrounds
--- Flexible and team-oriented approach to problem solving
--- Commitment to cultural proficiency and sensitivity
--- Bilingual/bi-literate in Spanish/English preferred OTHER REQUIREMENTS
--- Ability to work on weekends and evenings, and travel, as needed.

Services, Immigrant Rights and Education Network (SIREN) began as an ad-hoc coalition of immigrant rights activists and advocates in 1987 under the name Network for Immigrant and Refugee Rights and Services (NIRRS) in order to develop a response to the 1986 Immigration Reform and Control Act. For over a decade, the NIRRS was central to statewide campaigns against all the anti-immigration legislation and ballot initiatives that followed. In 1998, NIRRS changed its name to Services, Immigrant Rights and Education Network (SIREN) and received seed funding to hire staff and establish the county's first-ever multilingual information hotline. Since that time, SIREN has grown to include policy analysis and advocacy, community education, legal services, civic engagement and community and service provider trainings.
