lives and communities.The ExpandAbility Program Manager (Program
Manager) ensures that the ExpandAbility program aligns with GWSV's
mission, meets or exceeds contractual objectives, and adapts to the
needs of the community it serves. The Program Manager will
collaborate with program staff to continue to develop and implement
innovative programming the addresses the dynamic employment support
needs of adult jobseekers with disabilities. This is an opportunity
to enhance the infrastructure of a program including implementing
policies and procedures to ensure efficient and effective
participant service delivery. The Program Manager is responsible
for overseeing the planning, implementation, and evaluation of
ExpandAbility services. This position leads a staff of
approximately five direct service staff members, providing regular
supervision, professional development, and work planning support.
Additionally, the ExpandAbility Program Manager will foster and
maintain clear communication and effective working relationships
with internal stakeholders and referring agencies like San Andreas
Regional Center and the California Department of
Rehabilitation.Major Responsibilities and Key DutiesAs the
ExpandAbility Program Manager, you will be responsible for:
- Developing and implementing operational plans for program
delivery and management based on organizational goals and
contractual obligations.
- Managing the day-to-day operations and contract deliverables of
the ExpandAbility program including administrative functions, e.g.,
budget preparation, financial management, contract administration,
and personnel administration for the program
- Developing service, monitoring, and reporting procedures that
are consistent with compliance requirements
- In collaboration with the Director of Operations and VP of
Mission Services, hire, onboard, train, supervise, and evaluate,
all ExpandAbility program staff.
- Ensuring that all individual participant service and employment
plans meet program standards and are properly documented in
CaseWorthy.
- Meet with participants to resolve grievances.
- Develops and maintains informational and statistical reports
regarding program performance, goal attainment, and service levels;
conducts customer service audits and delivers customer service
training.
- Collaborates with local workforce development boards to enhance
job opportunities for ExpandAbility participants.Knowledge, Skills
and AbilitiesKnowledge of:
- Principles and practices of case management and supportive
services for people with disabilities who are seeking work.
- Principles and practices of recruitment and service provision
to people with disabilities or autism spectrum disorder (ASD).
- Principles and practices of public administration, including
budgeting, personnel administration, and procurement methods.
- Principles and practices of analysis and performance report
writing.
- Principles and practices of supervision and training.
- Principles and practices of program development, management,
and administration.Skill In:
- Collecting and analyzing large amounts of data and reaching a
conclusion supported by the analysis.

Required Qualifications
- Bachelor's degree from an accredited institution in a social
services or related field or equivalent experience (four to eight
years as a program manager). Master's degree preferred.
- Minimum two years of grant-funded program management
experience.Equipment Used
- Computer, telephone, copy and FAX machines. Zoom and Microsoft
365 experience preferred.Working Conditions
- Works in an office environment
- Works a standard workweek with occasional evenings and/or
weekends
- Occasional local travel to GWSV's retail storesEmotional Effort
- Moderate: Occasional short deadlines. The work environment is
occasionally hectic with occasional high activity, with great
emphasis on teamwork.Physical RequirementsThe job involves
sedentary work which requires lifting no more than 10 lbs and/or
occasional lifting and carrying items such as file folders, ledgers
and small tools. Much of the work is done while seated; occasional
periods of time are spent standing up or walking. The position may
entail lifting and carrying items which weigh up to 25lbs.Goodwill
