addressing each client's specific needs and goals. Outpatient
programs provide Individual and group therapy, individualized case
management, treatment planning, drug and alcohol counseling, crisis
intervention, and connection to social support services.

The Clinical Program Manager is responsible for the direct
management of the Behavioral Health (substance use disorder, mental
health, co-occurring) Adult and Youth Outpatient Treatment
Programs, and the supervision of program staff. Through
coordination, supervision and training, the Clinical Program
Manager ensures that all aspects of the clinical and programmatic
process are healthy, efficient, and in compliance with contracts
and licensing regulations for the program. Responsibilities and
duties may be performed in-person, remote and/or hybrid as
determined and approved by Program Director and/or
Managing/Division Director.
The Clinical Program Manager position serves to bring stability,

team, and to both internal and external stakeholders. And above all

Key Responsibilities
- Oversees clinical treatment and program coordination of direct
service activities and departments within facility and
community.
- In accordance with guidelines established by HealthRIGHT 360
and County, ensures compliance with policies, codes and regulations
for behavioral health programs.
- Responsible for the operational functions of the
facility/programs, including but not limited to safety and
security, compliance and accountability.
- Expected to know the pulse of staff and help troubleshoot
issues such as morale, turnover, client crisis, etc.
- Facilitates program and community meetings and actively
participates in leadership team, staff and departmental
meetings.
- Handles aspects of management, including direct day-to-day
supervision and and other activities including but are not limited
to, interviewing, recommendations for hiring, training, mentoring,
motivating, evaluating, and disciplining.
- Responsible for tracking performance learning measures outlined
by the contract (caseload, capacity, utilization, timely access,
etc.) within the program and raising outstanding concerns to senior
management.
- Works with the Clinical Supervisor, Program Director and DMC
Compliance Coordinator on quality assurance for charts and
treatment plans in EMR system.
- Conducts necessary outreach to the community for recruitment
and to ensure program information and behavioral health education
reaches the key players such as Probation, schools, faith-based
organizations, community-based organizations, clinics, community
members, etc. Education and Knowledge, Skills and Abilities
Education:
- Bachelor's Degree with Drug and Alcohol Certification
recognized by DHCS or Master's level with BBS Registration or
Licensure.
- At least two years of experience in a supervisory/leadership
role
- At least four years of experience working in a behavioral
health setting
- Valid California driver's license Knowledge:
- Knowledge of approaches to recovery such as harm reduction,
ASAM assessment, motivational interviewing
- Knowledge of substance use and mental health evidence based
practices and models
- Culturally competent and able to work with a diverse
population
- Ability to enter data into various electronic systems while
maintaining the integrity and accuracy of the data
- Experience working successfully with issues of substance abuse,
mental health, criminal background, and other potential barriers to
economic self sufficiency Skills and Abilities:
- Excellent verbal, written, and interpersonal skills
- Action oriented. Strong problem-solving skills
- Excellent organization skills and ability to multitask and
juggle multiple priorities.
- Professionalism, punctuality; flexibility and reliability are
imperative
- Integrity to handle sensitive information in a confidential
manner
- Ability to work cooperatively and effectively as part of
interdisciplinary team and independently assume responsibility
- Strong initiative and enthusiasm and willingness to pitch in
whenever needed
- Able to communicate well at all levels of the organization
including working with organization leadership and high-level
representatives of partner organizations
- Skilled in MediCAL Clinical documentation standards (treatment
plans, progress notes etc.)
- Experience working with criminal justice population We will
