Environmental Compliance Project Engineer, plays aleadingliaison
role between EHS and Engineering departments by coordinating
activities throughout the life cycle of a capital project. In
support of capital project planning, the Engineer audits the
activities and facilities of the various utility groups within SJWC
and determines the environmentaland safetyimpacts and applicable
regulations. The Engineer developscapital projectprocedures,
policies, and programs to mitigateenvironmental impact and ensure
environmental and safety regulations compliance. As a
subject-matter expert, the Engineer serves as a consultant to
colleagues engaged in the SJWC'scapital projectplanning, designing,
permitting, constructing, and operatingactivities. As an
EHSprofessional, the Engineer raises environmental impact,employee
health,and safety awareness,improvesEHScompliance performance, and
promotes environmental stewardship. The Engineeralso serves as
SJWCpermittingliaison to regulatory agencies. Specific
Responsibilities -Conducts surveys and inspections of SJWC
facilities, property, materials, and equipmentduring capital
project planning phase; issuesreportsof survey findings; develops
new or revises existingcapital projectprocedures and policies for
meetingcompliance withapplicable federal, state, and local
environmental and safety regulations. -Inventories and reviews
water and wastewater discharges, air emissions, trench spoils, and
wastes generated by SJWC and its contractorsduring
construction.Assesses compliancewiththe handling and disposition of
these wastes; makes recommendations on remedial measures to ensure
compliancewith applicable federal, state, and local environmental
and safety regulations. -Monitors, evaluates,and interprets data
for capitalprojects and programs; prepares accurate and complete
calculations and technical reports. -Develops and
maintainsEHScompliance filing and tracking systems for regulatory
reports and required permits. -Reviews engineering plans,
designdrawings, and specifications for SJWC capital projects and
provides recommendations to address compliance withallapplicable
federal, state, and local environmental and safety regulations;
prepares and assembles justifications, cost estimates, and
schedules for engineering projects to address specific EHSissues.
-Serves as the project manager for theassignedEHScapital projects.
Serves as the lead for thecapital projectplanning, conceptual
design, permitting,bid specifications,andconstruction oversight.
-Conductsspecial studies &research and prepares reports
evaluatingcurrent and proposedEHSregulationsimpacting capital
projects implementation. -Recommends, initiates, develops,
andimplements, and audits newEHScapital projectprograms
andcomplexspecial projects. -Conductsthe
preliminaryenvironment,health &safetyhazardanalysis (PHA)for a
capital project in the planning phase. -Develops and implements
theenvironmentalhazardassessment (EHA)program. -Reviews the
findings of the EHA report and makes recommendations. -Develops the
remedial action work plan. -Negotiateswith the regulatory agencies
on thepermit conditions andfacilitatesthe approval of the remedial
action work plan. -Provides cost estimates for the development of
the remedial action work plan,EHSbid specifications, and
remediation scope of work. -Develops EHS bid specificationsfor
projectswith EHS construction elements; reviewsthe contractor's
EHS-relatedsubmittals; providestechnicalsupport for EHS
issuesduring construction. -SupportsConstructioninmeeting allEHS
permit conditionsand ensures the proper closure of all EHS permits.
-Reviewstheremedial action completion report submitted by the
contractorand follows up on any outstanding EHS issues. -Solicited
inputs from theend-userson theconstructed projectsfor ongoing
development and improvement to the PHA program. Required Knowledge
Skills & Abilities -Knowledge of principles and practices of
engineering as applied to environmental engineering; pertinent
federal, state, and local laws, codes, and regulations applicable
to environmentaland safetycompliancePrinciples and methods of
conducting and analyzing complex water quality and environmental
studies -Principles and methods of conducting safety risk
assessments and onsite safety inspections -Compile, interpret, and
evaluate numerical data -Ability to provide technical guidance and
expertise on environmentaland safetycompliance issues -Communicate
clearly and concisely, both orally and in writing; and establish
and maintain effective relationships with those contacted in the
course of work. Required Education and Experience -Bachelor'sdegree
or equivalent inOccupational Safety,Civil, Chemical, Environmental
Engineering or a closely related field is required -CSP
certification ortheability to obtain the CSP certification within
one year of employment -Master'sdegree is preferred
-ProfessionalEngineer'slicense is preferred -CIH, orCHMM
certification is preferred Other Requirements -Mustpossess a
validCaliforniadriver'slicense and have a satisfactory driving
